Maybe the least pleasant aspect of living abroad from some months, foreigners will have to fullfil some administrative tasks to respect Estonian law.

You are citizen of the European Union

In order the get the residence permit as an EU citizen you need to apply for an Estonian ID card.

  1. Take your passport and an accommodation (lease) contract which proves  that  you have a dwelling  in  Tallinn.  Go to City  District Government and register your living place. Turn to the Office of Academic Affairs or your tutor to find out  where is your city district government. Before returning back home in the end of your stay, please go and inform the City District Government about your leaving.
  2. Go to Citizenship and Migration Board (CMB) office to apply for the ID card. Take your passport, ~25€ (state fee) with you and a filled application form for the ID card. You can only pay by cash or Estonian bank cards. Citizenship and Migration Board checks your dwelling registration. You will receive ID card within 30 days.

You arre not citizen of the European Union

Non-EU students need to apply for a Temporary Residence Permit (TRP) in the Estonian embassy. They will receive the TRP in the migration office here. Without TRP they
cannot study nor stay in Estonia. NB! If you receive your Temporary Residence Permit before coming to Estonia then there is no need to apply for a visa.

  1. Non-EU bachelor’s students need to apply for the Schengen visa and for the Temporary Residence permit in the Estonian embassy. They will receive the residence permit in the migration office here. It may take up to two months to receive your TRP. Visa application needs to be approved prior to arrival.
  2. Non-EU master’s and PhD students need to have the Schengen visa to enter the country. They will apply for the residence permit in the migration office here (no previous application needed). It may take up to two months to receive your TRP.
  3. The state fee for the TRP is 63.91€. You can only pay by cash or Estonian bank cards.
  4. After you have your TRP, you can turn to City District Government and  register  your  living  place.  Take  your  passport  and  an accommodation  (lease)  contract  which  proves  that  you  have  a dwelling in Tallinn. Turn to the Office of Academic Affairs or your tutor to find out where is your city district government. Before returning back home in the end of your stay, please go and inform the City District Government about your leaving.
